Abstract
Policy-grade baseline mapping India's blockchain and digital asset landscape through early 2026. Consolidates the current legal/regulatory position (taxation under Sections 115BBH/194S, AML/CFT via PMLA + FIU-IND, DPDP 2023/Rules 2025), identifies five core regulatory gap clusters, surveys global approaches (FSB, FATF, MiCA, NYDFS, FCA, MAS), and synthesizes early stakeholder signals from government, industry, legal, academic, and civil society perspectives. Produced as the first milestone of the Cardano Project Catalyst-funded initiative; designed to feed direct inputs into the subsequent Policy Framework Drafting milestone rather than to prescribe regulation.
